Potato stew with fennel

Ingredients
1 kg potatoes
2 onions
40 g butter
1/2 cup (100 g) rice
1 tsp (5 g) tomato paste
paprika
dill
salt
Method
Fry the onion in the butter and add it to the red pepper and peeled and coarsely chopped potatoes. Then the mixture is poured warm water and boil 5 minutes. Add rice, tomato paste, salt and fennel stew and bake in a moderate oven.

Tasty happened, but I instead I bake, I put the dish of pan to choke.
