Rice with Beef in Chinese

Ingredients
200 g veal
2 cup rice
3 tbsp soy sauce
2-3 sprigs parsley
1 tbsp rice vinegar
oil
water

Method
Veal fry in olive oil for about 5-6 minutes. Add soy sauce, rice vinegar, chopped parsley and rice. Fry well. Then add water to boil rice. Add as much water as is necessary until soft rice. Serve while hot.

recipe is good, but is it possible the meat is ready for 5-6 minutes without being boiled before? Or might be wrong?

but the way I cook and I have no problems, and it softens your meat before it is fried, then boil the rice and gets :)
