Gyuvetch with rice and meatballs

500 g minced meat
250 g round rice
1 kg potatoes (about 12 medium potatoes)
250 g green beans
300 g fresh or frozen peas
1-2 red peppers
1 egg
1 onion
2-3 cloves garlic optional
