Buns with icing sugar

Ingredients
1 cup water or milk
1 tsp sugar
1/2 tsp salt
3 tbsp sunflower oil
20 g fresh yeast
flour for soft dough
powdered sugar
# For topping:
1/3 cup lard or butter
2-3 tbsp flour
Method
Yeast is diluted in a little water, add a pinch of salt and a pinch of sugar, allow 10 minutes it rise. Knead into a soft dough. In a greased tray make balls. Leave to rise. When the dough is rising, fry the butter or the lard with flour and pour buns. Bake until browned in a moderate oven, then sprinkle with plenty of icing sugar.

what it means 1/2 teaspoon salt and then another 3 liters of salt. Probably 3 to l is something else
