Stuffed peppers with rice and minced meat with tomato sauce

Ingredients
12-16 peppers
500 g minced meat
1/2 - 3/4 cup Rice
1-2 onions
2-3 cloves garlic (optional)
1 carrot
a pinch of ground black pepper, cumin, nutmeg
1 level tsp savory, salt
sunflower oil
# For the sauce:
4-5 tomatoes
salt, 1 level tsp sugar
sunflower oil
parsley (basil)

Method
I have two versions of preparing peppers: First option: In 2-3 tbsp sunflower oil is heated stew chopped onion and grated carrot finely grater. As tender add the chopped garlic or passaged. Tomato sauce should be about half of the pepper. Second option: Mix well minced meat, spices, rice and chopped or grated onion, carrot and garlic. This mixture is stuffed peppers. Pour with seasoned tomato sauce and 1 cup water. Liquid should cover about 2/3 of the pepper. For both options - baked initially at high heat and boil the mixture is reduced to a moderate temperature. During baking peppers turn to bake and bottom. When serving sprinkle with chopped parsley or basil.
